      Claire O’Neill Co-Chair

      Claire O’Neill was UK Minister of State for Energy and Clean Growth from 2017 when wrote and implemented the UK’s Clean Growth and Green Finance Strategies, created the global Powering Past Coal Alliance, oversaw the deployment of £3 billion of international Climate Finance and £200 million of cleantech innovation funding, negotiated the world’s first public-private Offshore Wind Sector Deal and led the UK Carbon Capture and Storage Taskforce.  In 2019 she brought forward the country’s ground-breaking Net Zero legislation and led the UK’s winning bid to host the United Nations Climate Change Conference (COP26).  She served as COP26 President-Designate until she left politics in 2020 to lead the Climate and Energy team at the World Business Council for Sustainable Development and create the WBCSD Business Manifesto for Climate Recovery launched at COP26. She now co-chairs the global Imperatives Advisory Board for WBCSD and has several non-executive Director and senior Advisory roles.

      Claire grew up in the UK and studied Geography at Oxford University followed by an MBA at Harvard Business School.  She had a transatlantic career with Bank of America, Mckinsey and Credit Suisse before entering politics.  She is a Fellow of the Royal Geographic Society and the UK Energy Institute and is a Business Fellow at the Smith School of Enterprise and Environment at Oxford University.

      Oi-Yee Choo Chief Executive Officer

      Oi-Yee is the Chief Executive Officer of Climate Impact X (CIX). She is responsible for overseeing the strategic direction of CIX, as well as developing and executing the company’s vision and mission to accelerate environmental impact at scale through the carbon markets. 

      Oi-Yee is a seasoned, visionary leader with a background spanning 25 years in financial markets. She brings a wealth of experience in building and leading high-performing businesses across sectors, with a proven track record in fintech, innovation and capital markets. 

      Oi-Yee was most recently CEO of ADDX, a blockchain-based private capital markets exchange in Singapore licensed and regulated by the Monetary Authority of Singapore. Under her leadership since 2020, ADDX strengthened its partnerships with global blue-chip companies and grew its platform to surpass US$1 billion in tokenised securities, one of the largest worldwide. Prior to ADDX, Oi-Yee spent over 20 years in investment banking, leading major capital markets transactions for clients across Asia, Europe and the US. She has held leadership roles at Citigroup, Morgan Stanley, Nomura and UBS. 

      Oi-Yee is passionate about leveraging technological innovation to advance financial inclusion and create meaningful impact. She graduated from Nanyang Technological University with a Bachelor of Accountancy. She also holds a Master of Business Administration from Manchester Business School.

      Tan Su Shan Chief Executive Officer

      Ms Tan Su Shan is the CEO and Director of DBS Group. DBS is the largest bank in Southeast Asia. 

      Su Shan was previously the Deputy CEO and Group Head of Institutional Banking, and before that, Group Head of Consumer Banking and Wealth Management for close to a decade. She was also the President Commissioner for PT Bank DBS Indonesia from 2014 to 2024.

      Su Shan has over 35 years of experience in consumer banking, wealth management and institutional banking. Besides Singapore, she has experience in major financial centres such as Hong Kong, Tokyo and London. Before joining DBS, Su Shan was Morgan Stanley’s Head of Private Wealth Management for Southeast Asia.She has also worked at Citibank and prior to that at ING Barings.

      She served as a Nominated Member of Parliament in Singapore from 2012 to 2014.

      In 2024, she was featured on Fortune’s Most Powerful Women Asia List and Forbes Asia’s Power Businesswomen List.

      In 2019, The Asset named Su Shan as one of the six women in Asia who are likely to influence and feature prominently in shaping the banking and associated financial services industry in Asia.

      Su Shan sits on the advisory board of Dyson’s family office, Weybourne Holdings, as well as on the boards of the Singapore Economic Development Board and Climate Impact X Pte Ltd. She was previously on the board of the Central Provident Fund of Singapore (CPF Board), MPACT Management Ltd. (the Manager of Mapletree Pan Asia Commercial Trust), EvolutionX Debt Capital Pte Ltd (a fund focused on growth debt, founded jointly by Temasek and DBS), and The Singhealth Fund Limited, which provides financial support to needy patients.

      Su Shan graduated with a Master of Arts from Lincoln College, Oxford University where she studied Politics, Philosophy and Economics.

      Koichi Zaiki Managing Executive Officer and CEO for Asia-Pacific

      Mr. Koichi Zaiki is the Managing Executive Officer and CEO for Asia-Pacific of Mizuho Bank, Ltd. and Group Executive Officer and CEO for Asia-Pacific of Mizuho Financial Group, Inc. since 2023.

      With more than 30 years of experience in the banking sector, Mr. Zaiki was assigned as Joint General Manager of Global Corporate Coordination Department in 2016, after that he was promoted to MD of Americas Department of Mizuho Bank, Ltd. and Chief Administration Officer of Mizuho Americas LLC in 2019. Prior to his current position, he was Operation Officer and General Manager of Automotive & Technology Industry Department No.2 in 2021.

      Mr. Zaiki graduated from BA in Law, Tokyo University in 1992 and holds Master of Science in Business from Stanford University, USA.

      Loh Boon Chye Chief Executive Officer

      Boon Chye joined SGX as CEO on 14 July 2015. He is also an Executive and Non-Independent Director on the SGX Board. With a career in the financial industry that spans three decades, he has played a key role in the development of Southeast Asia’s capital markets.

      Prior to SGX, he was Deputy President and Head of Asia Pacific Global Markets, and Country Executive for Singapore and Southeast Asia at Bank of America-Merrill Lynch. He spent 17 years in Deutsche Bank where his last role was the Head of Corporate and Investment Banking for Asia Pacific. He currently sits on the boards of GIC and Economic Development Board Singapore. He is also Chairman of the Sim Kee Boon Institute for Financial Economics Advisory Board, Co-Chair of the Council for Board Diversity and Vice-Chair of the World Federation of Exchanges.

      Boon Chye leads SGX’s efforts in sustainability and climate action. As the first Asian exchange to commit to 1.5°C-aligned science-based emission reduction targets, SGX is one of the founding members of the Net Zero Financial Service Providers Alliance and Glasgow Financial Alliance for Net Zero (GFANZ). He sits on the GFANZ Principals Group, as well as serves as an independent advisory committee member in the United Nations Sustainable Stock Exchange Initiative and advisory board member for the Climate Governance Singapore Limited. He is a council member and Distinguished Fellow at the Institute of Banking & Finance Singapore, and a council member at the Singapore Business Federation.

      Bill Winters Group Chief Executive

      Bill is the Group Chief Executive of Standard Chartered PLC. Standard Chartered is a UK headquartered, emerging markets focussed bank, with a presence in 59 markets across Asia, Africa and the Middle East.

      Prior to joining Standard Chartered, Bill spent 26 years with JP Morgan and was Co-CEO of the Investment Bank (2004-2009). He has served as a committee member of the Independent Commission on Banking, established by the UK Govt (2010) and as an advisor to the Parliamentary Commission on Banking Standards. Bill founded Renshaw Bay, a hedge fund which he ran from 2011-2015. Bill is also a Non-Executive Director of Novartis International AG. He was awarded a CBE in 2013 and holds an MBA from Wharton.

      Bill is a leading voice on sustainability. Under his leadership, Standard Chartered chairs the Net Zero Banking Alliance and is part of the steering group for the Glasgow Financial Alliance for Net Zero (GFANZ). Bill is a member of the WEF Alliance of CEO Climate Leaders and Co-Chairs the B20 Taskforce for Finance & Infrastructure, which has a special focus on unlocking finance for green infrastructure.

      Bill is an advocate for high-integrity carbon markets and is leading critical work in this space. He chaired the Taskforce on Scaling Voluntary Carbon Markets, which laid the foundations for a global standard for high-quality carbon credits and also set up the Integrity Council for Voluntary Carbon Markets (IC-VCM), a global governance body to provide ongoing oversight of Voluntary Carbon Markets. Bill serves on the Distinguished Advisory Group for the IC-VCM and is an advisor to the UK Voluntary Carbon Markets Forum.

      Dilhan Pillay Sandrasegara Executive Director and Chief Executive Officer

      Dilhan joined the Board of Directors of Climate Impact X in January 2022. He is the Executive Director and CEO of Temasek Holdings. Dilhan has held various leadership roles in Temasek, including Head of the Investment, Portfolio Management and Enterprise Development Groups. He has also led the firm’s market investment teams in Singapore and the Americas.

      Dilhan also serves on the boards of Mandai Park Holdings, the National Research Foundation in Singapore, Enterprise Singapore and the Peterson Institute for International Economics. He is also a member of the Integrity Council for the Voluntary Carbon Market, the Future Economy Council, the Financial Centre Advisory Panel of the Monetary Authority of Singapore, the Singapore Judicial Service Commission, and the National Jobs Council.

      Dilhan has a keen interest in sustainability and has been spearheading its integration into the core of the organisation and across its portfolio. He oversaw the growth of the sustainability team in Temasek, including the appointment of its first Chief Sustainability Officer, and was key to setting up an impact investing team within the firm. Dilhan is also passionate about the use of capital to catalyse pathways towards a net zero world and emphasises the need to embrace sustainable practices and solutions in business as well as personal lifestyle choices.
